how much does it cost to get your defrost fixed. is there a cheap way to fix it yourself

Is the fan the problem, air flow direction problem...?

i think the problem is with the fan. i can turn the defrost on let the car warm up then in the next five minutes the side windows are all fogged up. its even worse when it rains, all windows get fogged up quickly. i would have the defrost on and its doesnt do anything.
