Description is confusing. The belts should not latch when pulling them out unless the car stops or slows suddenly. A swinging pendulum trips the latch mechanism. If the belt will not pull out, the latch may have triggered, and the belt needs to be retracted a little more for it to unlatch. Try pulling down on it a little where it goes into the trim panel. If that works, and this happens on a regular basis, the belt might be sticking in the upper anchor beside your head. This happens about once a year on my '88 Grand Caravan.
An inexpensive trick is to spray the belt with silicone spray lube. I used Mopar stuff from the Dodge dealer, but auto parts stores will have it too. This is not WD-40 or similar lubricants. Those leave a residue that will get on your clothes. Silicone spray lube sprays on like water, then evaporates very quickly, but it leaves the material very slippery.
