1997 Chrysler Sebring lights flashing

Seems the system is in test mode and the lights would be flashing. The scanner not powering up could be due to a missing power supply of terminal #16. Check Fuse # 5 ( 10 A) in left side dash fuse box,

i found when you turn the head lights on the hazard and interier lights stop flashing. i drove the car for one hour turned it off and the lights reset
(no more flashing) and the remote works now.
all fuses and fusable links are good, there is voltage to the pin #16 (dlc), but it will not connect to the scanner so i can read the codes. could this problem be with the (ecm) ?
all connection on the (ecm) are good.

Did you try using a different scanner? When the scanner does not power up with battery voltage present at terminal # 16, it could be a faultr with the scanner. Check Terminal # 4 for continuity to ground.

YES I HAVE TRIED THREE DIFFERENT SCANNERS.
MAN AT GARAGE WHEN HIS WOULDN'T POWER UP
SAID IT COULD BE BAD (ECM),BUT EVERTHING IS
WORKING NOW EXCEPT I CAN'T READ THE FAULTS.

Did you test terminal #4 for continuity to body grpound?

Vehicle is equipped with self diagnostics. Check if it is possible to retrieve trouble codes with it.

RETRIEVING DIAGNOSTIC TROUBLE CODES

NOTE:
When using Chrysler's Diagnostic Readout Box (DRB-III) scan tool, the scan tool will be used to identify or display all DTCs for system diagnosis. When using generic scan tool, it will be necessary to use Malfunction Indicator Light (MIL) on instrument panel and generic scan tool to retrieve DTCs. Not all DTCs can be retrieved using generic scan tool and MIL. When using MIL to retrieve DTCs, some DTCs have more than one meaning. The MIL is unable to distinguish between different failures for a specified component. For example, there are 4 different possible failures for the downstream oxygen sensor system, but the MIL can only identify a downstream oxygen sensor failure by flashing a DTC 21, but the scan tool will be able to distinguish between the different failures.

NOTE:
When using generic scan tool, scan tool is not able to identify all possible DTCs. As an example, generic scan tool may not be able to identify or display a DTC for a malfunctioning A/C clutch relay circuit or A/C pressure sensor, but these DTCs will be displayed by
the MIL.

Using Malfunction Indicator Light (MIL)

1. Ensure battery is fully charged. Turn ignition on and note operation of MIL. The MIL is located on instrument panel. When ignition is first turned on, MIL should come on to verify bulb and circuit operation, and then go off.

NOTE:
If MIL does not come on and then go off, bulb circuit may be defective, or problem area may exist on CCD Bus between Powertrain Control Module (PCM) and instrument cluster. If problem exists with CCD Bus, this problem may be displayed when using scan tool to retrieve DTCs.

2. Turn ignition on, off, on, off and on within 5 seconds. Record 2-digit Diagnostic Trouble Codes (DTCs) as displayed by flashing MIL.

3. For example, DTC 24 will be displayed by 2 flashes, short pause, and then 4 flashes. A short pause will exist between first and second digits on DTC. If more than one DTC is stored, after first DTC is displayed, there will be a longer pause and then another stored DTC will be displayed.

4. Once all DTCs are recorded, proceed to retrieving DTCs using scan tool to ensure all DTCs are obtained.
