We have a steering wobble at 20 mph, at highway speeds it seems ok. All fluids are fine, tire pressure is 30 pounds in both front tires, lug nuts are tight, no visible damage to struts. We live in MN with lots of snow and ice on the roads. At highway speeds when you take your hands off the wheel it steers straight.

Check for a bent rim. Sometimes you'll feel a wobble at low speeds, but when the wheels turn faster, it'll go away, sometimes it won't.

Also, a lower control bushing will sometimes cause this problem.

When you hit a bump, does it feel like the car drifts a little???

This is a hard question to answer without conducting a drive test. But those are two possible causes.
