non flasher turn signal

It is a 2004 chevy impala. 39,000 miles. When use the turn signal the lights outside will just stay lit and not flash, i replaced the fuse and the bulbs and still when i use the blinker it just stays constantly lit. The front and the rear blinker lights do this do this.
