i own a 1999 chrysler intrepid ES and ive replaced the serpintine belt once since i got it and today the belt went again i got looking at it and noticed the tensioner is looking off kilter and figured it has to be replacedmy question is that i was told it requries a special tool to change so i waswondering if it would be better to take it to a dealership rather than a private garage??

IT makes no difference. Any B tech should be able to handle this with no problem. The aftermarket may offer a better warranty. Call both and find the cost and the warranty.

Every manufacturere has a whole slew of "special tools" 90% of them are just a variation of a tool most competent technicians already have. A good technician is saavy enough to get around the "special tool" requirement. A B tech will have a tensioner tool.
