1989 Chrysler New Yorker 6 cyl Front Wheel Drive Automatic ? miles

the gas gauge wont work it just blinks and says car is empty but is is full, so i cleaned the soinoid wires on the gas tank nothing and i looked everywhere, but the overhead consol is burnt out in car and it is digital, but everything works on the das except the vuel and the odometer, or it wont switch to km's what do i do, do i need to worry about the over head digital panel, or can i just worry about the dash one so what do i do and were do i start i rather find a way or look at car so is there any advise, before i take it in i want to try
