1995 Chrysler Neon won't start

The engine cranks but won't start. The OBDII reader says it has a P1491 error code. I've change the ECM. Can the fan relay cause it not to start?

It may be a failsafe built into the ECM so that you do not overheat the engine. But I would fix the error code.

If problem persists, check fuel pressure, if no pressure, then either the pump,relay,fuse, OR ignition system is not sending a spark reference pulse to ECM which will cause the ECM to shut fuel pump off.
