1999 Chrysler LHS Car shuts down when hitting a puddle

Good afternoon,
My friends car shuts down when she drives over the smallest puddles. Also when it rains the night before the car does not start but turns over. We did a regular tune up plugs, wires, filters exct. Any help on this matter would be greatly appreciated.

what i would do is wait for a warm dry day, and i would have the vehicle run and while it was running would spray a salt water mixture on the engine and its electrical components, when you find the problem or problems you will see the electricity arc through the mixture. or the vehicle will run rough.
