the air conditioning system shuts off and blows only hot air from the defrost. compressor is still running. climate control panel is unresponsive. what is causing this?

1995 lhs defrost stuck on blowing hot air and panel (atc) is not responding... I can pull the panel off the system and the defrost is still blowing hot air. I can even remove the #6 fuse and it still blows. I have found a few posts simular to the problem I am hav
