1994 Chrysler LHS brakes bad sensor?

On any model there must be(by Federal Law) a diagram on the underside of the hood, it is to the right as you look up with the hood open, it's to tell any technician how the routing should be so emissions don't get screwed up. This valve is a small vacuum resevoir used as a way to supply an accessory with enough vacuum so that large changes on acceleration going up hills doesn't deplete all the vacuum. It will be labeled on the diagram, use some black RTV silicone to seal it, let it sit overnight, RTV seals almost everything, especially your fingers to your hands. I could be wrong, it was normally not used but 94 was a year still developing the LH model.

I'm having a similar problem with an LHS 1999 model.
I'm seeing fluid on the end of this sensor and wondering
if it may have shorted out.
Is it easy to repair, It looks like unscrews, but (is is under pressure?)

The brake booster peddle test seems to indicate it is ok,
but the brakes a very stiff to press.

This LHS has only 69,000 miles on it.

Appreciate any help!
