when i drive the car feels like it is trying to shift , an when i stop an take off again it acts like it is not getting gas.where is the fuel filter located at,

You will never solve a running problem on a Chrysler by replacing the fuel filter except for, get this; coasting! If the engine runs fine at highway speeds and when accelerating, but dies when coasting, it could be a plugged pickup sock in the tank. The greatest volume of fuel flows through it when coasting. (This is not the same as the fuel flowing into the engine when coasting).

Start by measuring fuel pressure with a gauge attached to the fuel rail. With no other symptoms or observations to go on, my guess is you're going to find a problem with the ignition system or MAP sensor.
