'95 Cirrus LXI Computer or Electrical problem

I have an automatic transmission, 2.5L V6 engine. A little after I purchased the car the speedometer started freezing while I was driving and would resume working randomly. The I found that my tail lights would also stop working along with my A/C and the dash lights. They don't always all happen at the same time and sometimes it lasts for weeks. I continued driving it and now sometimes when I go to start the car it will turn over and then turn right back off, however when it is running it never stalls or turns off. If I mess with the wiring on top of the computer it starts to work again and weird enough it also starts working when I honk the horn. I'm not really sure what is wrong but I am completely irritated with not knowing when my car will start. PLEASE HELP!

If I mess with the wiring on top of the computer it starts to work again, a good place to start making sure the wiring connectors are engaged properly with the PCM
