1999 Chrysler Cirrus Power Stearing Cuts Out.

When you first start the car, the power steering doesn't work. In the beginning this was fine because after you let it warm up, it works fine. The only issue was getting out of parking lots and the driveway.

Now its starting to cut out when I slow down as well as start up. This makes it hard to go through parking lots and make sudden turns onto different road.

The power steering fluid levels are fine. In fact they aren't really going down.

I think it might be the power steering pump, but I talked to a friend and he said it could have something to do with the rack and pinion. Any ideas?
