2001 Chrysler 300 No heat at idle

30 degrees outside
Started car up and let run 15 min with heater fan and temp on high.
After 15 min engine up to normal temp but air still blowing cold as ice.
increase idle speed rpm to 2000 and receive instant hot air out of system.
let idle back down to normal and air starts to cool back off.
Not over heating
Not leaking coolant
coolant at normal levels
no warning lights coming on
Oil is full and has no water present
Transmission was replaced 3 months ago and has less than 10,000 miles on it.
Radiator replace 2 yrs ago.

What could be causing no heat at idle with warm engine?

What you have described usually indicated low coolant, but you said it is full. Have you ever had the system flushed?
