1999 Chrysler 300 noise from brake pedal

When we had a cold spell I noticed that when I started my car it sounded as if a air hose was leaking, when I applied the brake it stopped. My stopping ability has not been affected. I also have noticed that my brakes are not going off when I release the brakes. Now I noticed that there is a whistling coming from the brake inside the car, but it comes n goes.

hi, it sounds like the break booster, may have a faulty diaphram causing a small vacuum leak, or the vacuum hose connected to the booster, may not be connected well, I would check all the vacuum hoses going to the intake manifold, also have someone pump the brakes while someone else listens and tries to pinpoint.
