1998 Chevy Venture the fans are not turning on

i checked the fans by disconnecting them and wiring to the battery and they both ran. i checked the fuses and they seemed fine , but i wasn't sure on how to check the box fuses(Grey in color) lat time i had the a/ c crap out on me, when the stereo was replaced,the connections at the ac controls in the cabin had loosened up.I checked that, but it seemed fine and connected.i need to replace the heater hoses because they are leaking from the factory clamps that weren't replaced when they replaced the engine. what did i not do? does this thing have a relay switch hooked up to the temp. sensor? i am stumped

Could be the relay/s ,engine temperature switch or the coolant temperature sensor/computer itself
