1992 Chevy Van water in oil

I have a 92 G-10 van with a 4.3l engine. I have water in the oilpan but none in the cylinders. It will spit water out of the vent tube from the drivers valve cover to the aircleaner. Is this a head gasket or cracked block? If water was in the cylinders i would say head gasket. Please help
