secondaries wont open

I have a 1983 Chevy Silverado with a 350/290 HP crate engine along with 700R4 Tranny and a 600cfm Holley Carb that wont open the secondaries wile in the D position but will in the 3rd gear position, even with a load on the engine. I have no clue why because I got better secondary response out of my Rochester, I could stomp the gas pedal to the floor and it would immediately shift to second and pass everyone, now I have to shift to third with the column shifter just because things aren't working properly. What do I do about this?

I am just letting you know that you were right about one thing, the tv cable had slack, i opened the lock with a screw driver, pressed the cable forward and let the lock go then i pushed the throttle all the way open to secure that, now it shifts great and opens the secondaries when I either put it to the floor in overdrive or in third, but I also moved the screw on the carb. cam and that gave it the fuel it needed so it wouldn't stall.
