89 Diesel Blazer transmission problems

I have a 1989 Chevrolet Blazer Silverado with a 6.2 diesel engine and a 700R4 transmission. It has 183,000 miles on original engine and transmission. I bought it in 2004 and only drive it about 3000 miles a year. Everything is stock with no lifts, big tires, etc.

After starting the engine when cold and placing the shifter in OD, sometimes it's slow to start moving or won't move at all. The problem seems to be related to temperature: the colder it is, the worse the problem is. When it's really cold, I put the shifter in D, drive about 100 to 300 feet, shift to OD and press on with no further trouble. During the summer, it works normally most of the time or there is only a slight delay.

The transmission shifts smoothly through all gears and there does not seem to be any slippage.

I changed the filter in 2005. The pan and magnet were surprisingly and exceptionally clean. The fluid was somewhat dirty looking, but did not smell burnt. I am planning on changing the filter again and flushing out all of the old by disconnecting the cooler return line.

I also suspect the torque converter is not locking up. It shifts 3 times when accelerating. I disconnected the plug on the transmission and could tell no difference in shifting or RPM. All other 4 speed autos I've driven shifted 3 times and then a lockup, which produced a noticable RPM drop.

Here is what I've checked so far: The voltage at the plug is 12.2 volts pin to pin with ignition switch on. The connector on the transmission has 23.3 ohms resisitance pin to pin. 12VDC applied to fwd pin on transmission produces no click. 12vdc applied to forward pin and grounding the aft pin causes a very faint click, but not every time. If I wait about a minute, apply voltage, it will click. It's as if it needs time to reset itself.

Could be a weak solenoid. 183,000 on a 700r4 is amazing.
