2001 Chevy Truck pulley on the end of crankshaft

The pulley on the end of my crankshaft loosened up will driving. What keep this in place besides the bolt? Didn't find any type of key or pin. I torqed the bolt back on but it instantly spun back off.

Its either the pulley groove or the crankshaft dowel pin slot is worned out that won't lock the together to lock it in place when crankshaft is spinning. Are you torquing it down by specs?
