1999 Chevy Truck No Voltage at Relay...

Starter got stuck engaged for about 30 seconds on my 99 Chevy 3500...blew 40 amp Ignition Fuse. I changed the fuse and got the truck home...attempted to start truck the next day and have no power at the dash when the key is on...(12.8 V.D.C. @ battery and cig. lighter,lights etc)...I checked the Ignition Relay and found that I have no Voltage at the Relay as the key is turned or w/ ACC on....should I have power at the relay base? Is my Ignition Switch faulty? The AC Relay is located next to the Ignition Relay and has voltage ...should I have voltage at the Ignition Relay??? The Wiring Diagram shows that the Relay is powered from the Neutral Switch...but I am unsure if I should have power at the relay before the key is turned....HELP,PLEASE 909-273-9737 tonight

Hi Mike Houston, Welcome to 2carpros and TY for the donation If the 40amp fuse is okay and there's no power at all on the starter relay socket on the red wire its open from the fuse to the starter relay see below

Thats how you guys roll??? You gonna give me a $5 schematic??? You aren't gonna answer my questions??? This is bullshit...I thought this might be THE forum for help....but you are only interested in taking someones handout w/out actually helping.
