1997 Chevy Tahoe Hood-Pop Lever Replacement

I am attempting to replace the plastic lever to pop the hood on my 1997 Chevy Tahoe. I have the part, and it appears as though there is only one large screw to replace it--the problem is with accessing this screw. I am unsure of how to remove the plastic panel that covers it, just under the emergency brake. I don't want to force it, break it, and be unable to put it back in its original condition...can anyone out there give me advice on how to proceed? Help...
