Very low air flow coming from dash vents?

Hello. I'm getting very little air flow from the dash vents. This happens no matter if I'm using heat, A/C, or vent. There is air coming out, but it's so little it can't even come close to keeping the vehicle cool, and these are small vehicles. It's been like this for about 2 years, and I've really ran into one dead end right after another on getting it fixed. I'd appreciate any help at all, or at least a starting point.

Also, at times I do hear some squealing when I use one of the middle fan speed settings. It doesn't do it that much if it's on the lowest or highest setting. Not sure if these are related.
