1999 Chevy Tahoe hard to start, sputtering

Hey help please, My 1999 Tahoe will not start on it's own, I have to spray a little ether in the breather. Also once it is running, the top half of the gas peddle works good, but when I push it down it just sputters and wont go into passing gear , just all around rough. It idols fine once cranked. Also revs good when peddle is pushed lightly. I changed fuel filter (which was stopped up bad) and plugs. I also changed both cadalatyc converters before this started happening . Don't know if that has anything to do with it or not. Thanks.

hook a vaccum guage up to it and idle engine. vac shoudl be between 17 and 22 inch of hg.

next bring rpms up to around 2000 if guage slowly keeps dropping off vaccum or you have ot keep givin git more gas to maintain 2000 rpms then your exhaust system could be restricted.

next step is to check the tps voltages by backprobing the signal wire. should be ardound .25-.7 volts at closted throttle. wide open should be above 4 volts but bellow 5. and when sweeping the throttle it should be a steady sweep from closed to wide open with voltages slowly going up. not bouncing all over the place.
