Compressor activates for approximately one to two seconds then shuts off for ten to fifteen seconds and keeps repeating that cycle. When AC gauge is installed it reads low refrigerant when compressor is running and high level when compressor is not running. What would you recogmend for a next step to diagnose this issue? COmpressor? COmpressor clutch?

Just add refrigerant. Your refrigerant is probably low and that is why the compressor is cycling too much..To properly fix, however, recover the refrigerant, apply at least a 29.9hg vacuum to the system for 45 minutes. Then wait 20 minutes to see if the vacuum holds -- if not then you have a leak. Fix leak -- then add the specified amount of refrigerant..
