2008 Chevy Silverado OBD II or Not?

I have an Actron CP9135 OBD II AutoScanner and I can not get it to communicate with my new Silverado 2500HD, all I get is "Link Error." I checked the Vehicle Emissions Control Information decal in the engine compartment and it says the vehicle is "OBD II Certified." Shouldn't these two "OBD II" compatible devices communicate properly?

I tried the scanner on our 2006 Toyota Tacoma and got the "Link Error" also. The scanner works with my friends 2004 Dodge Ram and my old 1999 GMC Sierra.

Confused.

The newer vehicles use a different communications bus. It is still OBDII , but you must use a CAN compliant scan tool to communicate with the vehicle.
