2004 Chevy Silverado Steering wheel will not lock

I have a 2004 Chevy Silverado 2500 when I shut the engine off my steering wheel will not lock and then to get it to start again I have to move the steering wheel all around until I find the sweet spot then the key will turn and the engine will start. Any Ideas as to what it could be? Thanks
