2001 Chevy Silverado power steering and brake failure

Today when I started my truck (01 Chevy 2500 HD Duramax) both the power steering and power brake systems were not operating. The drive belt appears to be functioning correctly. Brake fluid is a little below the max line but well above the min line. Power steering fluid level is close to max. We did tow our horsetrailer with a light load yesterday and the trailer is still hooked up. Are there any troubleshooting tips you recommend?

As an updated, I ended up driving it without power brakes and steering over to my shop and about midway there, after making a tight turn, both systems came back...any ideas why both might go down and then return?

remove the serp belt, and pull on the PS pulley, these are known for the shafts in the pump snapping...

If it is a diesel, the reason why they BOTH went out at the same time is because the P/S pump feeds the brake booster for the power brakes.
