2000 Chevy Silverado Oil Leak

I've noticed small drops of oil right at the oil plug and also on that giant rubber gasket (?) that is located behind the oil plug. What exactly is this gasket and what does it do? My other question is, do oil plugs go bad? I mean, if the oil is dripping from underneath the oil plug and it is on very tight, can the plug be the problem? One other question that isn't oil related is, over the past couple of days, after sitting for maybe 12 hrs., when I start my truck there is a fairly loud clicking sound for maybe 30 seconds and then it goes away. It doesn't do it on every start up, usually when the truck sits for over 8 hrs., and it doesn't do it while driving at all. What could this be? Thanks!

The oil leak is most likely coming from the oil pan gasket. The ticking noise is probably a cold carbon knock. The noise can be fixed by soaking the cylinders with top engine cleaner.
