2000 Chevy Silverado need help

i have replaced the thermostat and radiator cap, i only get warm air out of the front vents, when it goes to defrost and floor it is cool. the upper radiator hose is hot but not the lower, the heater core hoses are the same one is hot one is not, what should i try next and how do you do it?

Both heater hoses should get hot. If not, you have a restricted heater core.
