1998 Chevy Silverado Brake pedal sticking

Recentley my brake pedal has been sticking when coming to a full stop. It seems to happen about when the truck is cold. It gets hard for a a second or two, then the pedal will loosen up to stop. I thappens about two or three times when in use, then it stops. I checked the vacum line to the master cylinder which was fine, because that's what it acts like when this happens. The pads do need to be replaced, but I have never had a vehicle do this. Any ideas?

There may be a problem in the power brake booster. Does the pedal ever feel hard or does it make an air release sound?
