soon as i turn the key on the fuse will blow. but if its in nuetral when i turn the key on it will not blow. do you have any suggestions what it might be

it is the fuse for the blinkers

That fuse also powers the back up lights which are controlled by the range selector switch on the left side of the transmission. That switch is likely shorted out internally.

that would cause the blinker fuse to blow . do i need to just get a new one or is there a way to fix it?

No, it would need to be replaced.

Yes, but they don't call it that any more. It's usually called a range sensor or range switch.
