Electrical problem

My wiper motors on my truck stop working when its wet. I can hear them whining a bit but no movement. I feel I can fix the problem if i could get at it. The black plastic cover that the wiper arms run out through just below the windshield has brought me to a standstill. I do not know how to remove this piece of plastic, I have all the screws out but the wiper arms prevent it from being simply pulled off. Any ideas how to remove this so I can fix the wipers? Or any idea why the wipers wont work when wet?
