1991 Chevy Silverado V8 Two Wheel Drive Automatic

is it possible to push the timing gear on too far when torquing down the balencer, haven't been able to hit 20 ft lbs and the pulley and ballencer is 1/4 inch in too far

Nope, not possible. It seats against the shoulder of the crankshaft.
It sounds like the balancer may be broken with the outer part shifting on the hub.
