1989 Chevy Silverado how to reach solenoid

How do you reach the solenoid wires to take meter reading or if necessary to remove them before removing the starter unit? this is a 1989 5L Silverado. I can easily get to the two main bolts that secure starter to bell housing, but from under the truck I can not see the solenoid let along reach it. Can solenoid be reached from wheel well if small flexible cover is removed or do I have to remove the inside metal wheel/fender unit (WOW)? Installed a new battery, but when ignition key is turned to start, I do not hear anything and assume problem is solenoid. NO dimming of lights when key is turned to start.

I do this for a living and what I do when I can't get to the wires on the solenoid is, first of all, disconnect the battery. Then I take the starter loose from the engine and move it around til I can get a socket on the nuts. You may have to use an extension or something. That's a lot easier than removing body parts. Hope that works...
