1988 Chevy Silverado electical problem

My taillights and rear parking lights stoped working. When I turn the blinker on the heaterlights on the dash flash on and off. When I apply the brakes the seat belt chimes. when I turn the blinkers on they blink very slowly The turn siginal lights do work in the rear Do I have a ground problem? Thanks for any help Malcolm

It is either a ground problem or a problem with the Body Control Module (BCM).

Check for ground straps that are broken or rusted.
