2000 Chevy S-10 not passing smog

i have a 2000 Chevy s-10 that wont pass smog. I have no computer read outs, and already changed both bank 1 and bank 2 oxygen sensors and the catalatic converter and i still have the nox reading at 1500 ppm. What can I do to correct it?

A problem with the EGR system will cause the oxides of nitrogen to rise-its purpose is to lower the combustion temperature to prevent NOX formation
