1999 Chevy S-10 speedometer is stuck

My speedometer needle will not move past 30 mph. Its been stuck now for months,,,i've been told the whole dash panel will need to be replaced. Is there any other options? The last mechanic to look at it said it could be a cable is broken?

Usually if the cable is broken they will make noise or not work.Sounds like the speedo head has a problem, that is why they want to do the dash.If you can disconnect the cable from the dash and drive it to verify the cable is moving at speeds above 30. Or unhook it fom trans and hook it up to a Makita and run the speedo with the drill motor and see if it goes over 30
