1995 Chevy S-10 Distributor replacement

This engine does not have powertrain control module. I had to change the distributor. Put timing in top dead center #1 at compression.
Question, does the rotor line up with the #1 contact
on the distributor cap or the arrow that is on the distributor shaft or where?
This truck has a 4.3 Vortec "W" engine with CPI with ECM 3 pin plug on the control module inside the distributor. I am having trouble getting it to fire plus
if I short the coil wire to ground the spark is light and has an orange color.

Test the ignition coil primary and secondary windings resistances

If its on TDC on compression stroke and crank pulley markings at 0/TDC the rotor should be pointing to no.1 tower this is where the firing order starts 165432
