Is this 2.2L engine? Diesel or gasoline engine? Also is this s-10 pickup or s-10 blazer?

The 2.2L diesel engine is the only '88 s-10 pickup equipped with a timing belt .. All others were equipped with timing chains.

Okay...serpentine belts do not have timing marks. Only the timing belt/chain has timing marks and your vehicle is equipped with a timing chain. You do not have to worry about timing marks for the serpentine belt..

You do not time the serpentine belt. Just install it onto the pulleys. Pulleys do not have to be at a certain position. That is only for the timing chain/belt.

Some vehicles are equipped with a timing chain, others are equipped with a timing belt. Timing chains were more popular in older vehicles. Most vehicles now use timing belts. So I was stating that whenever someone is replacing their timing chain OR their timing belt, that is when timing must be set.

If timing jumped then the engine would idle very poorly. It would not idle high. Inspect vacuum hoses for leaks . Also try cleaning throttle position sensor.

White smoke from exhaust or engine compartment? Check coolant to make sure it is full.

Remove vacuum hoses and feel for vacuum sucking. If no vacuum then it is faulty. If there is vacuum but unplugging the hose doesn't effect the engine idle then it is faulty. If it has vacuum and it does effect engine idle when removing it then you know it is good.

Sounds to me though like you are leaking coolant internally into engine, possibly worn cylinder rings, and it is being burnt out exhaust causing high idle and white smoke.
