1972 Chevy C-10 Timing mark dislocated

I had a crate engine installed about 3 years ago and have about 15 thousand miles on the new engine.

When I tried to tune the engine, I found the timing mark to be 14 degrees off, I confirmed this by having a shop tune the engine on their scope.

The best answer I have come up with is that the harmonic balance 'ring' has slipped.

1) Before I go through the process of replacing the harmonic balance, is there a way to verify that this is the issue correct diagnosis?

2) If I do the job, do you think I should replace the water pump?

3) Do you recommend replacing anything else as a matter of course, given the labor involved?

Why don't you just replace the harmonic balancer, retime the ignition and set the idle speed
