Starter noise and stcuk Bendix

Hello,
I have a 70 El Camnio and I reublit a 77 305 out of a Monte Carlo for it. I built it from scratch, but i know my block and flexplate are correct. However, the starter i installed makes a whirring noise when cranking (truck wont start, seems to be slow cranking) and when i go underneith to check, the bendix is ALWAYS stcuk in the flexplate. When I loosen the starter the bendix snaps back. I have shimmed this every way you could imagne and i still get noise and stuck bendix. My flexplate, battery, cables are all good. Any advice? You have a problem with hold/pull winding on the solenoid or the shift lever return spring or an overrunning clutch problem-bottm line new starter.

You sure you got the correct starter? Noise before engine starts your too far from the flexplate-noise after starts-too! close. Engage the pinion to the flexplate manually there's a hole on the starter to do that. and check your .020 clearance between 2 teeth on flexplate and pinion-then go from there shimming it.

When you engage the starter is it growling/moaning after a start or whatever.
