Replace "mode" acuator

Just wondering how big of a job it would be to replace what I'm told is the mode acuator in a 1994 Chev Silverado 1/2 ton truck with A/C.
I've been told that it would be as simple as removing the golve box to do it and I've also been told that it would require removing the entire dash to do it.
The reason for wanting to replace this acuator is, there is a loud flapping noise coming from the blower motor area. A little door underneath the dash above the blower motor keeps opening and closing for about 15 seconds and then it stops. This only happens when the truck starts up and when it is turned off after being started up.

Well, the instructions say remove the Instrument Panel Compartment (sounds like a lot). In looking at the diagram, it looks pretty high up there, but maybe removing the glove box might aid in access. But to be honest, it looks left of the glove box, and probably closer to the center of the truck.

I think it is the recirculation actuator, at least it is on my '93 Suburban. I have the exact same problem. It doesn't show in the part book but the door it operates is low and right next to the firewall, you can feel the door through the holes on the bottom of the fresh air duct.
The mode actuator is accessible through the glove compartment hole, at least I remember it as being there when I was goofing around with the computer.

Be sure what actuator it is before you buy, those are expensive little dudes.
