1999 Other Chevrolet Models engine wont crank

I have a 99 100,000 chevy 3500 box utility truck and my question is does the starter make a sound when you turn the ignition key before your truck starts? Cause i hear a sound that last about 4 sec and then stops. But i have noticed it seems to stay on after the truck starts. Yesterday my truck didnt turn on. The battery levels are good and the alternator levels also good. No warning lights, nothing out of range on the dash board, I did notice that the lights that run all day long with this model do not come on, but after the car starts they do.
