1998 Chevy Monte Carlo IDLE

When I start my car the idle goes to 2000rpm and I have to turn the car on and off till it gets to 1000rpm. It only acts this way sometimes. I took it in and they repaired the wires connecting the throttle positioning censor at least that is what I was told. When they scan it no codes come up. And it also seems to not be changing (transmission) properly sometimes. I read a previous question that someone asked and what is an idle speed motor?

Check the idle air control valve might be dirty and recheck the throttle position sensor's voltages

Ok I called the mechanic and he said he has already done what you suggested. Can you please help me I can only spend money to fix it I have no extra. Thanks in advance.
