2004 Chevy Malibu Rear end not tracking properly in slick c

I've noticed that my Malibu Maxx is having issues in winter driving conditions. It seemed fine last year, but this year I don't even want to drive the car in slick conditions.

The rear end is constantly moving around if i get above 30-35 mph while other cars are passing me doing 45-55 mph. I recently had the car aligned. I'm wondering if it could be bad struts or something else that would cause the rear end to meander all over the road? The tires are fairly new so that shouldn't be an issue. I've also put 2 70lb sand bags in the back to see if that would help....it didn't.

There is a chances that they didn't properly align the rear wheels. Also, have you checked to make sure one of the rear brakes isn't sticking?
