2000 Chevy Malibu 6 cyl Front Wheel Drive Automatic

im trying to remove a drive belt so that i can change the water pump..... the belt tensioner doesnt work so how do i do it.....

If the tensioner doesn't work, the only things to do it loosten one of the accessories or cut the belt.

What is wrong with the tensionier?
