1998 Chevy Malibu why my coolling fans are not turning?

My sister camr home and said that her care was over heating, and she heard a loud pop. I look under the hood and the serpitine bet if off and the roller connected to the tensioner is broken. I ger a new belt and roller tensioner set up and replace them fairly easily. She starts the car and within 15 minutes it runs hot. I open the hood and notice the fans are not moving. I replace the fuses and still know go. what else could it be?

Could be problems with the cooling fan relays/engine temperature sensor or engine temperature gauge sending unit or the computer itself not energizing the relays.
