1998 Chevy Malibu Fuel Gauge

The electrical system shut down and I had to replace the battery. After replacing, the fuel gauge needle stayed in a fixed postition below the "E" sign. I was told that I would have to purchase another gauge to fix the problem when it seems that one should remove the instrument panel and just move the needle above the "E". I am on the right track?

You just have to lift it over the little peg that sticks out do not spin back around or it will just go back to the bottom
